Move the decimal point two places to the left.
Example:

8% β 0.08

Write percent over 100 and simplify.
Example:
60% β 60/100 = 3/5
125% β 125/100 = 5/4

Multiply by 100 and add % sign.
Example: 0.85 β 85%

Divide numerator by denominator β decimal β multiply by 100.

Convert all numbers to the same form (either fraction, decimal, or percent).
Then compare easily:
Example: Compare 3/4, 0.7, 65%
3/4 = 0.75 = 75%
0.7 = 70%
